No, foil sticks BETTER to smooth glass than to ground edges. Try washing with detergent with no "lotion" as you said and be sure to burnish well. Also, be sure you don't have oil or lotion on your hands when you foil. If that doesn't help, come back and ask again. What brand foil are you using? Are there temperature extremes where you store the foil or where you store the project between foiling and soldering?
