It's a brush attachment for an electric drill, used for cleaning and polishing leaded windows after puttying/weatherproofing them. I can't remember if it can be used for foil projects, too, but it seems like overkill to me.
Isn't it ironic? After 13-14 years working at a stained glass shop and cleaning windows by hand, they finally got a Pizazz brush after I left! I gotta say, though...cleaning all those windows with a scrub brush and elbow grease sure prevents "underarm flab"!!
